1981 Topps Scratch-Off Proofs
The Topps Scratch-Offs came in three card, perforated panels made to be separated into individual cards. The cards were part of a game that would be played by scratching off the individual circles.
I am not sure if "proof" is the correct term for these variations, but they do not have the scratch-off material applied over the numbers. I never really looked into these before because I figured you could just buy the regular cards and scratch them off; however, that is not the case. If you try and scratch off these items now, the numbers underneath it are not revealed cleanly. I guess after 40 years, the scratch-off material does not come off the same way as when they were a new issue.
